You should strip and brighten to remove the clear sealer. Try the Restore A Deck Prep Kits.

That is oxidation that did not come off. Redo prep using the RAD Cleaner and then the Brightener after.

No, it will peel. Do not use interior stains or a ploy on exterior wood. Use a penetrating wood or deck stain.
