You have to strip and brighten for prep. Use the Restore A Deck Stripper Kits. Stain with TWP or Armstrong Clark.

You cannot prestain new wood nor do you need to stain all sides. Best to install, weather the wood, prep, and just stain the exposed wood.

Bad prep and application. You will have to fully remove to fix and that will not be easy. Strip and sand. Brighten last.
