I think it would be best to use a paint for the black spindles so it adheres well. Not a solid color deck stain.

You cannot just remove the excess stain. You would have to strip and start over. Might be best to just leave it as is and start over in a year or two.

As long as it is clean, you should be okay. Apply two coats of the TWP 1500 with a wet on wet application.
