Stuck in a never-ending nightmare-please help!

We live in a townhouse and have been trying to refinish our deck for the past 2 weekends. We realize now that we shouldn't have done this but we started out using 3 different kinds of stripper (Behr and then 2 different kinds of Sherwin Williams) but there are 2 layers of solid stain, so the stripper did take a lot but definitely not all off. We then spent all of the following weekend trying to sand off the rest. We used a belt sander with 60 grit on floor and orbital on other areas. We then we used an oscillating tool to try to get in between balusters. There are still areas where both layers are on and lots of patchy spots throughout. 

We are looking for guidance on how to get out of this mess. Would love to not do solid stain on the floor and go for a two-toned deck if possible. But feel that we may just need to give up trying to get all the solid stain off and do the whole thing in a solid color. However, even with that plan, we are not sure if we can paint over what is left because we had applied chemicals. We are also dealing with our neighbor's deck being right next to ours so there is a section we can hardly get to so have barely touched.

We did not use a neutralizer and are not sure if we still have to now that we have sanded. Also, now that we have most of it down to the bare wood, do we have to wait to stain in order to let the wood weather?

Any direction/recommendations you can give us would be most appreciated!
