I live in western CO and have a covered deck that was stained with Sikkens SRD 5 years ago. In the traffic areas the stain is worn off, but the verticals and low traffic areas still varying amounts of have failing stain. I want to re-stain with TWP 100. Should I clean, sand and re-clean, or would it be more efficient to use a stripper to remove the Sikkens and then sand? How much mess does a stripper make? Do I need to put a tarp on the decorative rocks under/around the deck?

Use A stripper and pressure washer to remove. If needed you can sand with 60-80 grit after. Apply brightener when done. You do not need to tarp. Depends on which stripper you use it is a concentration or not. RAD Stripper makes roughly 5 gallons.
