Recommendation for stain for 6 year old pressure treated deck

We built a ground level deck in southwest British Columbia about 6 years ago. The deck is about 1ft off the ground and constructed of Home Depot treated wood decking.

After about a year we applied a stain that peeled in about a year. We then applied stain remover and deck cleaner and tried again. Same thing happened. I don't know if the problem lay with the prep, the opaqueness or quality of the stain or what.

In the past couple of weeks I have drum sanded the planks, applied a stain remover and used a nylon radial brush to clean the rounded edges of the planks. The attached pictures show the deck in its current state. The wood appears quite clean but still has remnant grey tones in many areas.

We realize the wood is not great quality but we would really like to apply a stain that will be more durable than the last two efforts.

In our area we have duckback products (a retail store recommended their pressure treated wood stain), cabot, sherwin williams (a re recommended their oil-based semi-transparent stain) etc.

Do you have any recommendations for stain type and manufactuer of products available Canada? The TWP100 is available in Washington state but we cannot bring it across the border because of its VOC content.

We have no idea what is available in Canada. It seems you are very restricted.

For better or worse I went with Superdeck Pressure Treated Wood Stain in natural color. Applied PolyPrep liquid brightener today. Active ingredient is oxalic acid.

So, I applied one coat of "Natural" Pressure Treated Wood Stain by SuperDeck. It looks reasonably good except there are several areas that look like they were not treated at all. It's a bit hard to tell from photo below but areas around knots in the wood are the greyest.

Is this because the stain has not penetrated at all or too much in these areas?

I tried to recoat a small area where is was particularly grey. It was still quite tacky even after a few hours so I'm assuming that it wasn't penetrating completely. I wiped off the residue and it looks pretty good now.

Is this something I can safely do the remaining grey areas on the deck or is recoating at this stage a bad idea altogether?

I would leave it alone as looks good to me.
