Oil or water based for ground level and above ground decks

I have a ground level deck and a deck with over 4 feet of space below.  I would like to use the same semi transparent stain for both.  Should I use oil or water based.  I am looking at your recommendations of either Armstrong Clark or Restore-A-Deck.  I cannot get TWP in Maine.  They both see quite a bit of sun.

TWP 1500 is allowed on ME. Do you have mildew or mold issues in the area?

@administrator  I do not have any signs of mold or mildew but the ground level deck is on cement blocks that are truly level with the ground with little to no air circulation under the deck.  We did put landscaping fabric underneath.  It is in front of a cabin on a lake which was built  with very little foundation exposure on one side.

@administrator The wood on the ground level is all pressure treated and installed one year ago.  The wood on the above ground is eastern white cedar decking and pressure treated structural installed 3 years ago.  Neither has ever been stained or clear coated.

Okay. Make sure to clean and brighten for prep. Look at the Restore A Deck semi-transparent stain or th wTWP 1500 Series.

@old-crow Nothing, it is just as good as the others. They are all breathable and that is key when your deck is close to the ground.
