Have new cedar fence-rough hewn. Which stains would be best for south TX (Alice).
Can Defy Extreme be used?

Yes you can use the Defy Extreme for a vertical rough sawn fence. You also can stain rough sawn right away and no need to prep as long as it is free of dirt and graying.

What solid color OIL based stain would be recommended for rough sawn cedar fence? Our Hoa requires those specs as well as custom tinting.

Cabot solid color oil based stain is a good option.
