Beautitone semistransparent clear oil stain.

 This is the appearance of the deck approximately 18 hours after staining.  We had pressure washed, used cleaner/brightener rinsed well with garden hose. We waited 48 hours and stained in the evening after sun was not directly shining on deck.  It appears to almost have a waxy look to it.  When you drag fingernail in the direction of grain it raises a white scale appearing patch.  Is it just not completely dried or did we apply too heavily and what can we do to fix?  

We live in Manitoba,Canada.  Temps have been in high 20s to 30 degrees Celsius.  Deck is about 8 years old and had never been stained or treated before.  Wood is pressure treated pine and has some deep cracks but no rot.  Deck is in full sun from 10 to 3 every day.

It may not be fully cured. Give it a few more days or a week. Hopefully, it cures by then. If not, you will need to strip and start over.
