White film after cleaning

We live in North Central Florida and built our deck last May (2017). Upon recommendation we waited to clean and stain. Yesterday my husbandused  the Restore-a-Deck step 1 and the result was a white filmy sticky mess and now our deck is saturated with water.  Please see the pictures below.  Full disclosure... instead of doing a small section at a time he sprayed the whole deck with cleaner and couldn't keep it wet while he and my son were scrubbing and pressure washing. It was a warm sunny day but under 90°.  What should our next step be?  Is this just dried cleaner or sap from the wood? After cleaning and brightening we're going to use Armstrong Clark in Driftwood.  Thank you for any help and advice you can offer!

This is oxidation that was not fully removed. Best to go over it again. Do in sections and get slightly closer to the wood with the pressure washing. You may not remove all but more should come off. Brighten after.

FYI, it is okay if a little bit of this shows when dry. It will disappear when it is stained.

Do we need to spray the cleaner again or just pressure wash? And can I wait 24 hours to brighten or does it need to be done immediately afterwards? Thank you so much for your help!

Apply cleaner and pressure wash off,.Brighten same day while wood is wet.

I have the same problem with untreated cedar.   I power washed it twice now and yes some does come off every time. Now what will the brightner do? The homeowner wants me to stain it with a clear coat stain/UV protector. Will the white section that doesn’t come off show a different color after I stain it. Also how long before the cedar starts to turn brown?

That is furring of the wood from over-oxidation. It typically does not show that much when you apply a stain. Cedar does not brown, it grays form UV

So I could I power wash one more time before applying a/the stain? Usually how long does it takes for the boards to fully dry after rain? I was told 3. I just want to make sure.

Being that the Wood is over oxidated there’s no need to brighten up the wood.

I’m using Cabot clear coat stain, your feelings

It will do nothing for UV protection. You need a tinted stain if you want to prevent graying. Cabot stains are not high quality like they used to be since they were bought by Zinser.

If the boards are oxidize. What stain do you recommend I use if the homeowner wants that cedar wet look? I don’t want to have the oxidize parts looking yellow etc.

Can or would Stain/paint stripper take off that white film that’s still the wood? Because these photos were taken by me 5min ago and it rained out all day yesterday . Thank you for your assistance. It’s greatly appreciated.
