You can use the TWP 100 for the chairs. You cannot apply a sealer over a deck stain.

Prep with the Restore A Deck Stripper/Brightener kit and pressure washing. Stain with TWP again or Armstrong Clark stains.

Don't paint them. Nothing will stop tannin bleeding but it is usually not an issue. Use TWP 200 Series or Armstrong Clark.
