@franz Use a belt sander or rent a drum sander. Orbital sanders leave swirl marks.

Two coats applied wet on wet for the horizontals and one coat for the verticals is okay. See some TWP tips here:

What you have on the wood is more solid/opaque than semi-transparent. Behr lies about their opacity. We would power sand it off and go with a true pen...
That is oxidation you did not fully remove. Redo Step 1 and make sure to use a pressure washer as well.
