I assume you are just doing the horizontals? TWP would work well but does not matter if semi-transparent or semi-solid. Both will wear the same.

Deck Resurface stains like this cannot be stripped. Only sanded or grinded off. See here for tips:

You have to remove the old coating fully and this means you need to strip (not clean) and brighten. Use the Restore A Deck Stripper with both additive...

@edwhit Post pics for prep advice. Once done, use TWP 1500 Serie or Armstrong Clark Stains. Both are much better than Penofin and SW deck stains.

It is just a trim board (mostly vertical wood) so it probably does not matter that much what you use.

You can stain over this. We would use a solid stain for the trim board.

Yes, the right side looks good. Leaving it on longer will make it easier to remove. Try another section of say about 3 sq feet. Leave one for 3-4 hour...
