We would buy new. There could be something wrong with it and not worth the hassle to save a few dollars.
You should strip. Never used Lomax so not sure of it's effectiveness. Make sure that you brighten after.
You cannot add tint to the TWP Clear. The TWP clear will naturally gray over time.
Contact manufacturer for help locating locally or buy online.
Prep with the Gemini Restore Kit and stain with TWP 100 Series. One kit for the prep and 3-4 gallons for the stain.
If you can afford it, replace all the deck boards.
Both cleaner and brightener. Make sure to follow the stain manufacturer directions when it comes to weathering, prepping and staining new wood.

It will probably peel in a few years or less. The only way to get this off is to sand it all off.
