Just applied new TWP1500 stain to deck for 1st Time & it received small amount of Rain while Wet

We applied the TWP1500 stain on Monday and Tuesday and about 1/2 of the deck was not dry when we had a small rain at our home last night. This was so unfortunate as there was only a 10% chance of rain. Now the new stain is bubbling on the decking in some areas. The water was puddled on the deck boards all day today and the water took forever to dry off of the new coat of stain despite 85 degree temperature all day. This is the first stain that we've ever put on the deck which was just built one year ago in July. How should we remedy this situation? Thanks.
