What to do when stripping doesnt remove everything?

I have a 24x16 ft cedar deck I am stripping a solid stain off of. I'm using a behr product and also neutralizer afterwords (bought it before I found this site). Using it with a power washer I was able to remove about 95%. How should I get the rest off? For the railings I was going to use a ros. For the main deck what would you recommend? Should a rent a large sander? Is that difficult to use? The deck is about 17 years old.

Also I'm thinking about using the TWP 1500. Should I wait a month if I sand?

Yes you will need to sand off the rest. Belt or floor sander. Wait a month then clean and brighten before applying the TWP.

For a floor sander, which would you recommend, orbital or drum?

Also when I do stain it, can I do 2 coats or should I wait a year?

For sanding cedar with an orbital floor sander, what grit sand paper would you recommend?

60-80 grit
