Id like to verify what I think I should do

Hi,

I'm a new homeowner in NY and I'd like to stain/seal my deck by my self correctly.

I bought this house 3 years ago. It has a small deck (7ft x 6ft) and it gets 4-5 hours of sun in summer.
I don't know what kind of wood it's made of, but I don't think it's IPE.
2 years ago, I hired contractors to stain/seal the deck. I remember they sanded, pressure washed and stained. (I don't know if they stripped the deck before stained or what brand they used for stain)

Last year I wanted to do it by myself. My neighbor told me to just pressure wash and stain. So I pressure washed with "AR Blue Clean AR383 1,900 PSI 1.5 GPM" and stained with "Thompson's WaterSeal Waterproofer Plus Tinted Wood Protector - rustic red."

This year, the color of the stain is fading away and many parts of the deck don't repel water anymore.
After reading tips on this website, I think I should strip the deck first, use a brightener and then stain.
I'm thinking of using RAD Stripper and Brightener and TWP 100 (116 Rustic oak.)

Would this my plan be good? Also, should I use RAD Cleaner? Should I sand and pressure wash the deck as well?

Use the Rad Stripper followed by the brightener. No need for the cleaner. Sand only if the stripper does not take off all of the stain.

TWP is not designed for IPE and the 100 Series is not compliant for NY. Look at the Armstrong Clark in Mahogany.

IPE requires annual maintenance so best to use a stain that can be cleaner and reapplied easily.

Actually, I said I DON'T think my deck is made of IPE.
I attached some photos of my deck. Hopefully you can tell what kind of wood it is.

I didn't know that TWP 100 Series is not compliant for NY. Actually I've already ordered one on amazon.com.
But it looks like they haven't shipped it yet, so I'll try to cancel it. If I can't, I will have to just use it. Hope that's OK.
