anyone know possible cause for why this TWP stain is spotty like this? was pressure washed with deck cleaner and brightner. Could it be the brightner?

Hard to say since it is stained but the wood is internally dark. It could be that the brightener was not applied correctly or did not have a chance to fully neutralize/brighen the wood.
