I was thinking to purchase TWP 1500 stain, and they suggest a wet on wet application. Does this mean 2 coats of stain? If so how long do I wait to apply second coat. Or please explain what is wet on wet.

TWP Stains are applied "wet on wet". This means that the first coat is applied then you reapply the 2nd coat right away. Typically you only need to do the second coat on horizontal wood and for decks that are older then 1 year.

When you say to re-apply the stain right away, how much time after initial coat? Can I stain a couple of boards, 20 feet long, and then apply the second coat? Or right after 1st couple of paint brush strokes, and re-apply 2nd coat?

Stain the entire floor, then stain it again is the best way.
I stained my deck a few days ago with TWP 100 series and missed my opportunity to do the wet on wet 2nd coat for the deck floor. I would like to put down another coat for better protection and to even out the stain consistency in spots. Is the ok since the first coat has been dry now for a few days or am I too late and this will only end up causing the stain to fail too early? Thanks
Hard to say for sure. If you do apply another coat, make sure that it is a light coat and back wipe and stain that does not dry in an hour.
I will be applying TWP 100 stain onto a cedar deck that has been stripped, cleaned, sanded, and brightened using the Restore-a-deck line of products. So when applying the second coat wet on wet even though the first application isn't dry is it safe to walk on the previously stained deck boards to apply the second coat? As well, I completed the prep process about two weeks ago. The deck has been dry for about two days now (had some rain a few days ago).....

Yes you can walk on the first coat to apply the second coat. Just do not step in the second coat. Two coats are typically only needed on horizontal surfaces.
How long before you can walk on deck after application.
Depends on the weather but usually the next day.
