Sticky/White Residue on wood

I had my deck stained twice, and soon after I get this issue each time afterwards. What could it be? I am not sure of what kind of wood it was, but it is the only real spot that happens on my wooden deck. People tried to sand it/clean it/ powerwash, before applying stain...

If anyone can give me an idea of what it is with a possible fix, I'd appreciate it so much. Thanks!

Looks like sap try to leach out under the stain. You cannot stop it. Might want to replace the board.

Can I buy a piece of untreated wood and stain it right away with the same stuff the company used? Or should I buy a piece of treated wood, let the heat dry it out for a month and then apply the stain? Thanks

Use treated, dry for s few months, then stain.
