Stained new deck-failed to absorb

HI,

Sorry if this topic has been addressed in another forum. I stained my deck this weekend with Penofin for pressure treated wood and it loos terrible. It seems that the stain did not absorb into certain parts of the wood. The wood is kind of fuzzy on these parts. First, I cleaned the deck with oxyclean and a brush and rinsed and then it dried for about 8 hrs before i sprayed baking soda solution all over the deck and rinsed. I guess I probably did something wrong there since the stain looks terrible, what should I do now!? I can provide a picture if need be.
