Solid Stain Advice

My inherited deck is a mess. Original deck was built using cedar and stained a dark, chocolate color using Behr Premium. When boards showed signs of rot, they were replaced with treated pine. So 1/4 of the current boards are pine, 3/4 are still cedar. At some point an attempt was made to bleach the dark stain away, so the wood under the stain is an off white color. I have tried to simply replicate the original dark color with the Behr stain; the results are terrible. Deck is located in WI. I have re-stained the deck each of the 3 years I have owned the home. Each spring, 50% of the stain has peeled off and it looks like garbage. Is there any hope in trying to repair the deck to be at least semi-presentable? What steps would you advise?

You have a mess that needs to be removed and it seems the only way would be to sand it all off or replace the wood. I doubt strippers will be effective with this buildup that you have. The only othter option is to paint the deck. It will peel but it will at least look uniform.
