  1. Deck Location State: up state ny
  2. Full Sun, Partial Shade, Full Shade: Full Sun : Pressure treated( southern yellow pine i think)
  3. Mold or Mildew Issues: No
  4. The reason for Previous Stain Failure: solid stain is peeling badly ; less than 2 years
  5. Previous Coating? If so brand name and type of stain (Transparent, Semi-transparent, Semi-solid, Solid Stain): solid stain latex from Ace hardware. not sure of brand
  6. I want to strip; power wash to get it to bare wood; and use a semi transparent stain..  What would you recommend.  Will the restore a deck wood stain work for this application?

You can not strip a solid stain. Best to sand this off to remove fully. Once done, clean and brighten for the final prep and then stain with a stain like the Restore A Deck Wood Stains

And clean and brighten after the sanding.

We are using Flood.  Is it all right to us a water base (clear) on spindles and oil on the floor and top of banisters?

Why would you do that? Just use the same for all. Much easier.

Well...we already purchased a gallon of the water base clear and used most of it and then, I believe, I read that oil base is more durable on the floor and steps.  That is why I was asking?

Just use the same otherwise it will not blend or match.
