Im restoring our playground and was wondering best way to go about this? It was pre stained from the store and is peeling off. Do I need to sand the entire thing or will a solid stain be applicable here?

Strip and brighten this for prep: https://www.deckstainhelp.com/restore-a-deck-injectable-deck-stain-stripper-review/
Then use a penetrating semi-transparent stain. Try the Restore A Deck Stains or TWP 100 Series.
