Need expert suggestion. TWP not soaked into the wood?

All;

House is 10 yrs old, but not sure how old the deck was. So 3 yrs ago, I stained the deck with Behr deck stain (I know, worse choice ever) and I finally got around to do over with TWP1500 this time around.

I pressure washed the deck, and then used the Clean & Brite Stripper & Cleaner on top of it. Let it dried for two days, and started apply the TWP1500 neutral deck stain.

A month later, I noticed some part of the deck has a lighter shade of stain on it, should I just go back and stain it over the lighter sections?

I took some photo after the rain from yesterday, does it looks like the stain is coming off?

It looks like you did not get all of the Behr off before applying the TWP. This creates issues as the TWP wants to penetrate into the wood but instead filmed on top of the wood creating the shine. It will fail earlier than normal. At this point do nothing until it starts to fail. When it does you will need to strip and sand it all off down to the bare wood.
