how to determine if deck was staned with water or oil based ?

Hi, how can I determine if a deck was stained with water or oil based stain?
I have another small subdeck I wish to match with. Also would like to touch up end of the deck where it appears the stain hasnt taken...? Any tips to touch up and determine what type was originally used would be appreciated.
Have attached some photos's (All the marks are just mud).

You actually may have both. Looks like there is a oil based under that current stain that has darkened in color. You then seem to have a filming coating on top that may or may not be water based. You cannot touch this and have the new coating work or blend. It really needs to be removed. We would suggest renting a sander and remove all of the current stain from the floors.
