Help! Chalky bleed thru new stain

I live in New York and have a deck that is on a covered porch. It gets some afternoon sun. It is pressure treated pine with no mold issues. It was installed 2 years ago and this was the first stain application. We used deck cleaner and power washed. Light sanded to knock down some fibers. Then applied Restore a Deck Brightner followed by Restore a Deck Light Walnut Stain. We tried to follow all directions. A week later... we have 6 boards that have a chalky grayish bleed through on them. What did we do wrong and is there anything we can do to fix it? Thanks

Basically what happened is that something in the wood repelled the stain from absorbing in. It could be the brightener not be rinsed well but it also could the green chemicals of the PTP caused the same reaction.
