Cedar deck

summer 2018 replaced a few rotted deck boards, sanded the the whole thing and applied 2 coats AC semi transparent in cedar colour.  It looked fantastic.  Fast forward summer 2019: the stain peeled off the new boards (I wasn’t aware I had to let the new boards weather) and a large area turned a brownish black.  I gave the whole deck a thorough wash with 4:1 water/bleach and a couple of squirts of dish soap. The blackened areas cleaned up ok and when dry it turned a darkish brown colour- much darker than the actual stain I applied last year.  What steps do I need to take to redo this deck?  I’ll be using AC in cedar again.
