Restore a Deck Strip & Brightener Black Spots

Hello! I've been reading this forums for a while now getting ready to re-stain my fence. I bought the Restore a Deck Stripper and Brightener & TWP for a 1000 sqft fence. 

After using a pump sprayer to apply the stripper I waited the 30 minutes (ensuring it didn't dry) and power washed with a 3100 psi washer with the widest nozzle. After doing this I noticed a fair amount of black spots on the fence still. I decided to re-strip one panel and brighten another panel to narrow down the problem. I waited another 25-30 min and power washed the stripper and brightener off each panel. 

The photos show the result - each has a description on the bottom so you know which is which. 

Any ideas of what I'm messing up or what I should do, if anything? This is my first time doing this, but I have a feeling that doesn't look right. Some boards took the stripper/brightener really well and everything came off... so not sure if it's a user error. 

 

Also I live in northern WA state, partial shade, cedar, mold & mildew present, was stained using Olympic Maximum Waterproofing Sealant (oil based clear transparency)

You have internal water discoloration. Maybe from sprinklers, etc. This cannot be removed as it is in the wood, not at the surface. Maybe brighten again and leaving on the wood to dry (no rinse here is okay with TWP) will help lighten it. You would have to brighten all, not spot apply.

copy I’ll give that a try. Do you think it’ll look patchy? Just making sure the wood will take the stain.

It will show through but it will not look bad. Gives the wood character.
