How do i get rid of this? Tried 2 different cleaners, nothing works.

Try 1 part bleach to 4 parts water. See if that kills it as it looks to be internal.

What would be the best way to apply? Rub in and rinse or let soak and rinse?

Spray it on with a pump sprayer. You will have to do this to all your wood.
