I built my garapa deck 14 years ago. Stained with TWP. Used Restore-A-Deck to clean and brighten the first time I cleaned it. A number of years ago I was trying to get it clean to refinish it, but I simply could not get all the black (presumably mold?) off of it and kind of gave up, just letting it go.
This year I decided I really want to get it cleaned up, but I'm having the same problems. I have tried sodium percarbonate stuff (in hot water),TSP, and chlorine-based stuff (Cabot Problem Solver Wood Cleaner #8002) all at pretty high concentration and together with scrubbing and power washing. Still can't get it clean. (Haven't bothered with brightening until I can get it clean.)
I used some Ipe pieces for accent and they are fine. Last resort is to sand it (ugh), but I really hate to do that.

That is internal discoloration of your wood type. Cleaners will not remove it. Brighteners may help but hard to say for certain. I doubt sanding will get it out as it looks deep. If it is mildew, then bleach is your best option but not sure it actually is mildew.
Thanks. I've been hesitant to stain it since I didn't want to stain on top of mildew. If it is discoloration, then I guess I could stain over it?? What's the best way to be sure it is not mildew?
If it is mildew than bleach will kill it and remove it. if that does not work then it is not mildew.
I have a simular Issue , just laid this deck this week , I sealed with IPE Oil looked great untill the next day, looks like contamination , any thoughts
I tried all different cleaners and nothing made any difference , I sealed it with oil 2 weeks before laying , strange thing is the boards that we haven't layed yet look fine its just the ones that are layed . Looks really impregnated , sanding looks to be the only fix but how do I stop it from coming back ?
Strip and brighten to fix this. Use Restore A Deck prep kits. Stain with a water-based stain to prevent it from coming back. The Restore A Deck Stain or Defy Hardwood Stin.

The Defy or RAD Stain will work better and prevent the mildew from coming back better.
