I have a cedar deck that was stripped, sanded, cleaned and stained last year using the TWP 1500 Series stain. At that time I only used one coat. I followed up with a second coat 6 weeks ago. When I applied the second coat I noticed the surface was a bit sticky, but I figured it would go away after some time. The area where I live has received a substantial amount of rain this year, and during a stretch of particularly wet weather, I noticed a black material appearing on the deck surface. It has continued to spread. I’m guessing this is some type of mildew? If so, what would you recommend using to clean and remove this? I don’t want to jeopardize the stain. Is it in or under the stain or laying on top. If you take a wet rag, can you wipe it off?
I used a wet paper towel and rubbed the black material, and it seems to come up fairly easily. I'm guessing this means it's dirt or some other material lying on the surface? Or is it potentially still mildew/mold? Based on this, what do you recommend to remove the substance?

It is either dirt or mold on top. Try soapy dish water and a very very soft scrub brush. Like the ones that are used for cleaning your car. You want to clean off the dirt but not agitate so much that it removes the deck stain.
