I want to clean with an oxygenated bleach cleaner and brighten a hardwood deck but am concerned that these two processes may cause me to have to repaint parts of my house if the cleaner or brightener were to come into contact with the painted boards on the house. Must I cover the painted boards or will the cleaner and brightener have no affect on the house?

Just rinse well any over spray. You should be okay.
