Buffing to get rid of fuzzies

Hello!  I used RAD cleaner/brightener on a new (aged 13 months) deck using scrub brush.  All gray removed and most black (minor left). But now I have the white fuzzies.  I see that you do not recommend sanding before staining, but also recommend buffing to get rid of fuzzies.  So do I just use a floor buffer with buffer pad?  But you also mention a sanding pad.  Difference there?  I want to ensure good stain absorption (DEFY extreme semi-transparent). Will it removing fuzzies reduce some absorption?  What exact pad should I use and with what wait time before staining.

Floor buffer with sanding pad is the easiest way. It will not reduce absorption. You get the pads at the rental yard. They are either white or red.
