Steps for Re-staining

I have Ready Seal stain/sealer on my 3 year old deck which I applied 3 years back.

Now, i am ready to re-stain it. Few question on what steps are optional vs mandatory/required?

1) Do i need to use stain stripper or would the deck cleaner be OK if I am planning to pressure wash it?

2) Do I need to brighten the deck before applying new stain?

Clean and brighten if using the same brand. Strip and brighten if switching brands. Either way it will be easy to prep old Ready Seal.
