The TWP 100 series is not allowed in my state -PA- however the 1500 series is allowed. What are the differences/advantages/disadvantages of the 1500 series?

TWP 1500 is VOC compliant nas has a higher amount of solids but is still semi-transparent. They both perform about the same.
