Stain non-pressure treated?

Condo building in Rehoboth Beach DE is replacing carpet, painting and cleaning up stairwell towers in our condo building. I have proposed removing doors at each level and exposing bare stairs to save money. HOA claims all wood would have to be replaced with pressure treated. I think an appropriate sealer or re-surface product would suffice. Anyone with experience or suggestion to share?

The HOA is correct. Exposed wood needs to be pressure treated or a wood like cedar that is naturally resistant.
