Solid color water-based stain over semi-transparent oil-based stain

I live in Alabama.  Currently I have SW Superdeck semi-transparent stain (applied 1 1/2 to 2 years ago) on a deck which is partly covered, the rest in the sun.  Deck had considerable mildew which I removed with bleach water, then rinsed.  The wood in the sun is a lot duller than the covered area.  To solve that problem I'm thinking about putting a solid color water-based stain on (without having to strip the deck and rails).  Can I apply it over the oil-based stain?  [But I read somewhere that solid colors on horizontal is not a good idea.  I'm not sure about that though]

No. You will need to remove the old coating first.
