We are sanding the exterior of our cedar sun porch to prep it to re-stain. Once sanded down to bare wood, do I still need to clean and/or brighten the boards? I can easily see that all the previous stain is removed.
Also, what’s better? Oil or water based? Can you re-apply waterbased stain (same brand) over existing stain without having to completely remove the old coat?
Yes, clean and brighten for the final prep. This helps the stain to soak in better. Depends on the brand, not the type of stain as to which are better. There are both good and bad stains that are oil or water-based. Read this for tips:

Can we stain after it rains, and how long do we need dry weather after we stain?
Will the cleaner/brightener do anything to the stained boards inside the porch, which are in good shape and we are not redoing. If we splash or spill onto these boards, will there be an issue?

You can stain after a rain as long as the wood is not visibly wet. As for the cleaner/brightener, that depends on the type of stain you have on the inside of the porch.

We finished prepping and stained 2 days ago. Today it’s raining, and the water isn’t beading on the newly stained boards, is that normal? Should it be? We used the RAD stain, using 1 coat in cedar, it looks very nice!
It sheds water, not beads. This is normal as you cannot 100% seal the wood as the wood needs to breathe.
