Over-oxidized boards - ok to stain over?

I'm getting ready to stain this weekend so I used a deck cleaner to clean the deck. I was expecting for it to at least return to a brownish hue but to my disappointment it's still White w furries. It's been washed repeatedly, first with regular OxyClean then a proper deck cleaner.

The deck was in terrible condition after 15yrs until I started working on it. It now looks decent after stripping and cleaning 

Anyway, will it be ok to just stain over it? I bought Semi Trans Cedar stain from Armstrong. I'm not sure what type of effect will my boards have if i stained over it.
