After cleaning and brightening, can't decide on oil or water based stain. Concerns: Mold /mildew buildup due to deck being in partial to mostly shady, ease of maintenance down the road, application method (brush? roller? pad). Also have PVC corrugated panels installed under this new deck to create dry storage area. Will oil or water base react with the PVC? Leaning towards DEFY cleaner/brightener/semi transparent products. Thanks for any advice.

Look at the Restore A Deck Stain or the Defy Extreme for this one. We like the RAD Products better. Keep the stain off the PVC.
