Attached are some pictures of a deck that goes around my pool. I live in NH, which is a low VOC regulated state.

I want a warm/neutral horizontal surface, and a very light gray/white for the vertical surface.

I was looking at the TWP 1500 Rustic for the horizontal surfaces, but not sure if that will work well with the splitting wood I have. I'm also unsure how good it will look even after I clean/brighten the deck.

Should I be looking at an oil-based solid or even a dock coating? Any recommendations on a solid stain or coating that won't peel? Also, any recommendations for a durable light gray/white stain for the verticals?

You want a solid color for both horizontals and verticals? Most will do the verticals in a solid then a semi-trans for the horizontals:
