Deck Stain Questions and Answers

New to this site and 'fairly' new to home maintenance. Had our deck installed 3 years ago, Waited 12 months to have professionals stain it with Sherwin Williams Super Deck Semi transparent. Wife had decided on charwood color but its too dark in my opinion. Painting company did spray on deck with minimal back brushing on a hot 90 degree day. That winter and into the next year I noticed paint peeling more and more. See pictures for current look of deck. Few questions for everyone.
1- What is best way/best product to get rid of the current stain completely?? Do I lightly sand it off or use chemicals?
I was between ReadySeal product and TWP 100 series for new wood color. Will be going lighter in color so I have to ensure that the stain comes off!
So my 2nd question would be, what does everyone recommend, TWP or ReadySeal??
We are going to go with a 2 tone stain look, that way I can leave the posts/rails the same and go with a "cedar" tone to compliment the charwood.
3rd and lastly, can I stain after the wood is fully cleared off, or should I just a particular product in-between previous stain remover and when I had paint/stain the deck?

It definitely does look like a solid stain at this point but I still have the leftover can of what the painters used. "SW Super Deck Waterborne formula semi-transparent." Wasn't sure if it was peeling/never adhered due to being sprayed on on a very hot day without much buckbrush.
