Best voc compliant stain for Canada?

Hi, i am looking for a voc compliant stain semi transparent for canada, as TWP100 and 1500 apparently are not compliant.
Deck is new, 350 sqft old growth cedar, custom cut 2x6 full dimension, planed 3 sides, from Vancouver island. Will be installed with dexter brackets , screwed from underneath. Will do a restore treatment first to remove scale. Wood has been stored indoors dry for 6 months. Deck is southfacing, in Vancouver BC. Will stain 6 sides , 2 coats, before installation. What stain do you recommend?

1. Best to let the wood season outside for a few months after install then stain.
2. No need to apply to all sides, just what is exposed to rain, snow, sun, etc
3. Most new wood cannot absorb two coats the first time stained.
