Prep after flipping boards?

I have a rooftop deck that the prior owner applied Deck Over to.  In addition 3-4 boards had to be replaced with new PT lumber.  I was planning to flip the existing boards over and staining the entire deck with Armstrong-Clark semi-solid Sequoia (I believe this best match the color between old and new boards?).

For prep, can I simply use Restore-a-deck cleaner/whitener or should I sand the boards?  Given I have some new boards (~1-2 weeks old), how long should I wait before staining?

About 3-6 months for the new boards. Clean and brighten for prep after.

Is there any way I can avoid waiting 3-6 months for the new boards?  Since it's only a couple of boards could I replace them with kiln dried boards and then stain right away?  I just hate having to wait until Sept/Oct since our first born is due around then.

You can stain them but the color will not match the rest of the wood and you will have to redo those boards next Spring as the stain will fail after a year or less.

Ok, makes sense.  Are there any issues with staining in Sept/Oct when it is cooler outside (50 - 60 F) ?
