TWP 1500 Deck Stain - Any Advice

the wood is smooth. It's a (1 1/4 x 5 1/2 x 8 feet long). Ibought that in home depot. It's a deck board . I think the wood is dry enought but i don't know about the mill glaze.

To remove mill galze you should use a deck cleaner and wood brightener. TWP wants new wood to season for 4+ months after install before staining. You would clean and brighten right before the staining.
