Depends on the brand and type you used of stain but normally 24 hours is fine.

You can then try to clean and brighten the wood but it willstilll show some. After a year or so, it will even out.

No, I used a clear sealer 4 years ago when the deck was installed, but that is pretty much all gone at this point.

Strip it all down to the bare wood and brighten after.

Those are gimmick products. Even if you use them, you will still need to clean and stain every 2-3 years.
