I do not think you can strip this fully. Strip what you can with the RAD Stripper and these additives:/p> Sand the rest after. Brightener after that.

Try a graffiti remove cleaner and pressure washing.

You will need to remove all. Once remoced you should be okay. Look at TWP Stains or Armstrong Clark:

Just lightly wash the deck a few days prior to staining and you should be okay.

Looks like it should work but best to ask TWP.
