You probably should sand it off instead.
You have to strip, not clean. Apply the stain stripper and pressure wash off the old coating. Brighten the wood after. Stain with a penetrating stain....
Thicker stains will not stop or help with mold. They are also prone to peeling as they do not always penetrate into the wood.
