It is not an old stain as there is one side of the deck that has never been stained and it has the same black spots.

They are not. Behr is poor in general and those types will not work for decks. You want a solid color deck stain. Try Flood brand or Cabot.

Try the Restore A Deck Stain Stripper. Spray on and then pressure wash off.
